The functions of supporting investors, protecting their interests, and promptly resolving grievances and disputes involving state organizations and officials have been officially transferred to the Investment and Trade Agency. Zandan Bilegt, Acting Director-General of the Investment and Trade Agency, briefed the press on the recent amendments to the Investment Law and measures to protect investors' interests. Specifically, the mandate to receive, review, and resolve complaints submitted by investors regarding illegal actions or omissions by state organizations and officials within a 30-day period applies equally to both domestic and foreign investors. Amendments made to the Investment Law this July established several core principles for engaging with investors. These include treating investors fairly and equally, protecting investments and legally acquired income, maintaining a transparent and stable investment environment, faithfully fulfilling contractual obligations, and promoting sustainable and responsible investment. During the press conference, Javkhlantugs Ganbaatar, Advisor to the Deputy Prime Minister, presented new regulations expanding the forms of investment, the updated system for resolving investor grievances, and the newly introduced option to settle disputes through international arbitration. He highlighted, "Equipment imported for investments in sectors such as renewable energy and data centers will be exempt from customs duties. There are also new regulations concerning investments in the construction, innovation, and technology sectors. For instance, the tax on specific interest income of banks, investment funds, and non-bank financial institutions has been reduced from 20% to 5%." While the Ministry of Economy and Development has received over 50 grievances, the Investment and Trade Agency has received nine complaints since the amended law took effect on September 1.
