Mongolia, ADB Sign USD 475 Million Financing Agreement to Advance Inclusive Development

Ulaanbaatar, November 5, 2025 /MONTSAME/. The Government of Mongolia and the Asian Development Bank (ADB) signed a General Financing Program agreement totaling USD 475 million on November 4, 2025. The agreement was signed by Javkhlan Bold, Minister of Finance of Mongolia, and Shannon Cowlin, ADB Country Director for Mongolia.

The program aims to support Mongolia’s long and medium-term development priorities, promoting inclusive access to quality education and the reach of healthcare services, strengthening institutional systems, and enhancing national and local capacities for disaster risk reduction and resilient infrastructure development.

Under this program, four key investment projects will be implemented to advance the following objectives:

1. Improving the quality and accessibility of provincial healthcare services
2. Enhancing access to quality education during economic hardship (Second Additional Financing)
3. Developing workforce skills to meet labor market demands
4. Strengthening Mongolia’s resilience to natural disasters  

Project Implementation Overview:

Education Infrastructure and Skills Development: To enhance access to quality education and reduce classroom overcrowding, the government will construct 31 new schools and 9 kindergartens across the country. In addition, the technical and vocational education and training (TVET) institutions will be reformed and strengthened to align training quality with labor market demands, ensuring the development of skilled personnel in sectors facing workforce shortages.

Health System Upgrade: To expand and upgrade emergency and intensive care services nationwide, 17 aimag general hospitals, 6 soum hospitals, and facilities located along major transport routes and border crossings with high accident rates will be equipped with modern infrastructure and medical equipment. These improvements aim to reduce urban-rural disparities and increase access to life-saving care.

Disaster Preparedness and Response: To strengthen Mongolia’s resilience to natural disasters, new equipment will be procured for the National Emergency Management Agency (NEMA). This includes enhancing capabilities for disaster response, search and rescue operations, and rapid recovery efforts.
